At the end of January 2015, Prime Minister Nguyen Tan Dung approved a Master Plan of constructing the first Vietnam National Wildlife Park in Ninh Binh. The first National Wildlife Park is under the plan with the total area of 1,155.43 hectares.

Accordingly, the first National Wildlife Park is built in Phu Ky Commune and Phu Long Commune, Nho Quan District, Ninh Binh Province. The total invested capital of the project is approximately 7,368 billion VND, in which, the social capital is about 5,247 billions VND (71.2%) and the state budget is about 2,121 billion USD (28.8%). The construction of National Wildlife Park in Ninh Binh generally aims to preserve, rescue, and store genetic resources of wild animals, especially endangered species. Besides, the Park also plays important roles in scientific research, training, education, and environment. National Wildlife Park is very helpful for developing eco-tourism, which will contribute to create employment, increase income, and reduce the poverty for local people. The specific objectives of the project are to preserve, rescue, and develop 3,000 animals belonging to 250 species; make captive breeding in semi-natural environments; create the infrastructure for scientific research; provide training for both domestic and international students in preserving and developing wildlife species; and develop eco-tourism and natural resources.

The time for the project implementation is from 2012 - 2020. This is an international project and also the first project implemented in Vietnam in general and Ninh Binh Province in particular. This project is located in the buffer zone in the South of Cuc Phuong National Park, which is close to Trang An Scenic Landscape Complex, Bai Dinh Pagoda, Dong Chuong Lake Golfcourse & Ecotourism, and Kenh Ga Stream - Van Trinh. This favorable location promises to create tourist complex attracting travelers to visit Hoa Lu Ancient Capital. The investment in the project will be divided into three period. The first period taking place from 2012 to 2015 will concentrate on planning and making plans to implement. The second period is from 2016 - 2020. In this period, the project will be put under the construction. Finally, the last period will be implemented from 2020 - 2025. The park will be put into the operation and ran as a joint stock company.

In which, wildlife subdivision will be the focus of the project with the total area of more than 400 hectares. It will be organized following models of African desert, South American tribes, and Asia tropical jungles. After completing, Ninh Binh National Wildlife Park will become a national conservation center of wildlife and endangered species. The Park will positively contribute to preserve rare genetic resources and natural forest ecosystems of Vietnam. It also helps to preserve rare species not only in Vietnam but also in South East Asia and in the world.
