The event of US General as well as Chairman of Joint Chief of Staff, Martin Dempsey took place after a series of American political trips to Vietnam, causing conjecture about the decision to unblock access to American weapons damage for Vietnam, paving the way for the defense ties between the two countries.
Earlier, in the afternoon of August 14, during the talk with Prime Minister Nguyen Tan Dung, Gen. Martin Dempsey insisted that the United States commits to cooperate with Vietnam defense in 5 areas as agreed. Also, the US side strongly pledges and makes efforts to resolve the consequences of the war and considers it a problem attached a great importance and priority. The U.S also supports Vietnam to participate in peacekeeping operations of the United Nations, wishes to cooperate with Vietnam in fields of maritime security and helps Vietnam solve the challenges of protecting maritime rights.
During the 4-day visit to Vietnam, General Dempsey holds talks with Prime Minister Nguyen Tan Dung, and Vietnam Defense Minister Phung Quang Thanh. The US General also visit an old US military base in Da Nang where two years ago, the United States implemented a pilot project on cleaning Agent Orange at the base. According to the AP, Vietnam US trade and investment relation grows rapidly since 1995, prompting the United States to become one of the leading trade partners of Vietnam, but military cooperation is limited, because of the ban on arms sales to Vietnam. American has signals of lifting the embargo, as early as in September.
In the morning of 15/8, the senior military officers group of the United States led by the Chairman of Joint Chiefs of Staff, Gen. Martin Dempsey, paid a visit to Project on Handling Environmental contamination at Da Nang Airport. This project is conducted by the Air Defense Force under Vietnam Ministry of Defense, and US Agency for International Development (USAID) with a total budget of US$ 84 million financed by the US with counterpart funds of Vietnam. According to USAID, from August 2012 so far, the project is running stage 1.
This project aims at resolving remaining issues after Vietnam War between Vietnam and United States, showing that this is a cost-effective way to promote the relationship and mutual understanding between the two countries. Since 2000, the two governments have cooperated on issues related to Agent Orange / dioxin to bring benefits to people whose lives are affected by the presence of dioxin as well as leftover explosives. Mr. Joakim Parker, Director of USAID in Vietnam, reported to Gen. Martin Dempsey about the technical implementation as well as the safety and impact of this project on Vietnam US relation, as well as the safety of people, the efficiency of Da Nang Airport expansion after the project ends.
The chairman of the Joint Chiefs of Staff welcomed and evaluated highly this project as an important milestone in bilateral relations and for people in Da Nang City. "I want to visit Da Nang to know more about this project and I am very impressed with the progress made. The Department of US Defense fully supports this important initiative,” Gen. Martin Dempsey confirmed. This is an activity in the official visit to Vietnam by Gen. Martin Dempsey, and high-level delegation of the American army at the invitation of the General officer Do Ba Ty, Chief of the People's Army of Vietnam.
This is also the first time the General Martin Dempsey as the chairman of Joint Chiefs of Staff United States Army, visiting Vietnam. During the working visit in Vietnam, after talks with General officer Do Ba Ty, Gen. Martin Dempsey and high-level delegation of the American military visited Prime Minister Nguyen Tan Dung, and Gen. Phung Quang Thanh, Minister of Defense.
