Osaka - Ho Chi Minh project for developing low-carbon city

Being conducted from 2011, Osaka – Ho Chi Minh project for developing low carbon city has achieve many outstanding achievements, especially in saving energy and using friendly-environmental energy. This contributes to the local environment.

Recently, in Ho Chi Minh City, the local People's Committee and Osaka City's authorities (Japan) coordinated with each other to establish a conference on developing low carbon city. The Osaka – Ho Chi Minh project for developing low-carbon city will come into being the near future. In the phase of 2014-1015, Ho Chi Minh City agreed to Osaka (Japan) to set up HCMC CCAP (Ho Chi Minh City Climate Change Action Plan) 2016-2020. Besides, the coordination also boosts projects on waste treatment and restores energy in Joint Credit Mechanism. At the same time, it is a chance to expand more fields such as planning, energy, transportation, industry, water management, agriculture, health, construction and tourism, especially environment in Ho Chi Minh City. Speaking at the conference, Vice Chairman of HCMC People's Committee Ho Tat Thanh Cang said that the conference aims to implement deeper and further expand the areas of cooperation that both cities agreed the development program on low carbon city proposed by the Japanese government in 2011. This is a new mechanism to assist developing countries to achieve the objective of reducing carbon emissions through the transfer of low-carbon technologies.

He also shared a number of projects applying joint credit mechanism. They are project for producing bio-gas renewable energy from organic waste with the capacity of 40-60 tons/day in Binh Dien Market. The project conducted by the General Saigon Trading Corporation (SATRA) in cooperation with Hitachi Zosen Company, and Japan KK Satisfactory Company to implement, project on handling burning solid waste to renew energy, project for urban wastewater treatment, project on sludge treatment, and project on using solar energy... Vice Chairman also hoped that in Osaka Ho Chi Minh project for developing low carbon city, programs and projects would be implemented soon in the future such as projects of solid waste treatment, efficient use and saving energy to help the city's sustainable economic, social and environmental growth, which gradually improves the spiritual life of the local people.

Ho Chi Minh City and Osaka agreed to select the sample work as 21-floor Sun Wah Tower (in Ho Chi Minh City) built in 1997 to conduct fieldwork on power consumption, temperature, environment, atmosphere quality and processing steps to reduce carbon consumption of the building. When completing all steps above, expected data from Japan provides the possibility of reducing energy consumption by 33.6%, in which, outside atmosphere handled by hygroscopic machine  (down 4.8% energy), heating cold water temperature (down 15.5%), controlling the amount of water on each floor (down 1.2%), lighting (down 7.8%) , intelligent control (3.5%), and ventilation sensor (0.7%). With the above savings, the ability to reduce the amount of carbon can reach up to 1,585 tons/year. Speaking at the conference, the Deputy Chairman of HCMC People's Committee emphasized that the city appreciated the cooperation and help of friendly-environment technologies in particular and all the willingness to cooperate in general brought by Osaka. Previously, Osaka City supported HCMC in projects on environment with early good result. Ho Chi Minh City hopes the model of low-carbon city in Ho Chi Minh will soon be taken to let Ho Chi Minh City be closer to urban environment.

At the conference, major projects such as using and fermenting methane gas to organic waste in wholesale markets, project on electrical energy from waste integrated model, plan to promote energy savings in hotels by BEMS system and project on promoting green hospital by saving energy, environmental improvements at state hospitals were discussed by two sides. Representatives of Ho Chi Minh City Department of Natural Resources and Environment also reported the contents of action plans to climate change response of the city during 2016-2020. Deputy Mayor of Osaka, Seigo Tanaka appreciated the cooperation of People's Committee of Ho Chi Minh City and the prospects of cooperation between the two cities not only in the field of environmental protection but also towards other areas .
