Develop Halong Bay tourism in heritage conservation

20 years ago, Halong Bay officially became the first natural heritage of Vietnam honored by UNESCO. During years, Quang Ninh Province has made effort continuously in conserving and developing values of Halong Bay.

Since Halong was first recognized as a World Natural Heritage on December 17th 1994, Quang Ninh Province has concentrated on researching and conserving precious values of Halong Bay by implementing appropriate policies to manage and conserve the heritage, protect natural environment, raise awareness of the local community, strengthen education about heritage’s values for children, and guarantee order and security. In particular, authorities have established fundamental policies and management strategies of which the highlight is Halong Bay’s tourism development and heritage conservation with a vision to 2020.

Halong Bay is assessed as a unique heritage extremely sensitive. Its ecological environment and landscapes have the risk of being affected by the development of urban construction, coastal industries, and an increase in population, vehicles, freights and ships on the bay. These problems have the World Heritage Committee concerned, therefore, required authorities of Halong City to explain their plans on the heritage’s conservation.

Before and after the recommendations of World Committee Heritage, Quang Ninh Province has directed relevant departments to implement solutions of management and conservation in comply with the World Heritage Convention in 2972. Accordingly, the province has implemented the project of relocating fishing villages on Halong Bay; issuing the resolution on minimizing urban development in the form of polders; terminating loading and transporting freights on the bay; carrying out the plan of environmental protection in Halong Bay until 2020 with a vision to 2030; investing on more 3 wastewater treatment plants; controlling tourist activities on the bay; opening tours to Bai Tu Long in order to reduce the pressure on Halong Bay; and planning protected areas and fishery restricted areas. Those efforts have been appreciated by international experts. As a result, in the last 38th session of the World Heritage Committee in June 2014, Halong Bay was not required to explain further conservation plans to UNESCO.

Not only focusing on management and conservation of the heritage, Quang Ninh has also paid special attention to exploitation and promotion precious values of Halong Bay tourism. During 20 years, characteristic tourism services on Halong Bay have been established and developed to form attractive unique products that have been chosen by a large number of tourists, especially foreign tourists when visiting Halong Bay. From 1996 to present, Halong Bay has welcomed over 28.6 million tourists, of which 14.5 are Vietnamese and 14.1 are international tourists. The revenue of tourism has reached nearly $ 1 billion. In the future, the management board of Halong Bay will not only strengthen researching, conserving and protecting ecology but also promote marketing activities in foreign markets.
